What's the best way to confirm the license server is online before attempting to use it?

try pinging acs.ironspeed.com.  Or install ISD on a different machine and see if it can contact the activation server.

I trust that you have a solid image of your machine?  Effectively you shouldn't need the activation server unless you have had to transition to a new operating system or different hardware..

I keep talking about it and someday I'm going to have to do it. I am still on a Win7 machine. I'm just scared to death to try.

I personally would get a new or different box to install Windows 10 Pro on to.  Depending on the age of the computer, while it says you can upgrade, sometimes it just doesn't work, as is the case with my old HP laptop.  It just reboots forever trying to upgrade and it can't.  Not worth the risk in my opinion.

Yes, Windows 10 Professional is your best bet for development.  I replace mine every 4-5 years.  I tend to buy on the high side...  I upgraded last year and got a Dell Precision Workstation 7920.  You may or may not need that level of performance. If you do buy one, make sure you get the 3-year next-day business warranty, worth every penny!

The other reason I would urge you to hurry is that this year is the fifth anniversary since ISD went out of business.  We simply have no idea how long the license server will stay up.
